Yes, the DIBELS measures are research based and most measures have adequate technical adequacy to assist in making different types of decisions. The DIBELS measures are designed to assess the five major skill areas in early reading identified by the National Reading Panel (2000) and National Research Council (1998). It primarily assesses three of those: Phonological Awareness, Alphabetic Principle, and Fluency with Connected Text. Support for the other two, Vocabulary and Comprehension, is still experimental.
