Can a License Service provided by one service provider issue Licenses bound and targeted to a user that is registered with a different service provider?
A service provider can opt to issue Licenses to another provider’s users, if the other provider provisions its Octopus Nodes with a public Scuba key (and not just a symmetric Scuba secret key). The License Service can encrypt the content key with a Node’s public key and thus bind the License to the specified Node.
