No. LACNIC has not legal or technical means to do that. LACNIC is just the organization responsible for registration and allocation of IP address ranges, whose responsibility is to inform to which ISP or organization some IP address was assigned to. Only the ISP or the organization assigned the IP address has condition to identify the user of some IP address under their responsibility.
