Medicare does not even begin to address the needs of a society that is living longer and longer. When Medicare was first developed in the mid-1960s, we had only limited knowledge regarding the special needs of elderly people, including chronic care needs.

Medicare and private health insurance plans, including Medicare Supplement policies, pay for hospitalization and other medical expenses and some short-term, long-term services, but were not designed to cover the cost of extended long-term care.

Medicare will only provide for some skilled care in very limited situations. It was not designed to cover activities of daily living. Rather, it was designed to cover acute care or skilled care such as that provided during a short hospital stay.
