The mission of the District is to provide high quality, reliable water and sewer service to our rate payers, at rates that reflect the expense of providing these services. Since we only charge rates that reflect our expenses, there is no room to provide other discounts that would have to be absorbed by other rate payers. However, residential water users that do not exceed the usage billed at the first tier of the 5 tier conservation rate structure actually pay less per ccf of water than the amount of money it takes to produce that water. So, in effect this is a discount which should cover most household basic water and sanitation needs. The District is a public agency that does not have stock holders, or a group of owners, that receive money from the utility for their investment. Many other utilities in our area are private utilities (electric, gas and phone service). This means that the utility exists in order to increase shareholder or owner value.
