Yes. The recovery plan requires that priority be given to projects that can award contracts within 120 days of enactment of the plan, can be completed in 3 years, and are located in economically distressed areas. In addition, the recovery plan requires that any funds given to a state or local government for infrastructure projects: • must be an appropriate use of taxpayer dollars; • can be started and completed expeditiously; • must be implemented in a manner that maximizes job creation and economic benefit.
