Since 1976, the Timber Harvest Plan process, as implemented by regulations under the Forest Practice Act, has been certified as the functional equivalent of an EIR. The NTMP addresses the potential cumulative impacts to various resources within the boundaries of, and areas adjacent to, the proposed project area. Potential impacts in terms of soil productivity, biological resources, recreation, traffic, visual and noise are all addressed within the NTMP.
