The Federal Maritime Commission’s Bureau of Certification and Licensing has two offices that deal with OTI issues. (1). The Office of Transportation Intermediaries reviews OTI applications and issues the licenses. The Office of Passenger Vessels and Information Processing handles the OTI surety bonds and other forms of financial responsibility. This office can be contacted by telephone at (202) 523-5818, by facsimile at (202) 523-5830 or e-mail at OTIbonds@fmc.gov.
