The Federal Maritime Commission’s Bureau of Certification and Licensing has two offices that deal with OTI issues. (1). The Office of Transportation Intermediaries reviews OTI applications and issues the licenses. The Office of Passenger Vessels and Information Processing handles the OTI surety bonds and other forms of financial responsibility.
