How should the government phase out incandescent light bulbs?
Greenpeace proposes that incandescent light bulbs can be completely phased out by 2012. The government should introduce a mandatory and efficient lighting standards through legislation, and prohibit light bulbs below the standards be imported to and manufactured in Hong Kong. Australia is a good reference when setting up energy efficient standards. The Federal Government of Australia has mandated a Minimum Energy Performance Standards Regulations on 9 types of electronic appliances, including refrigerators, air-conditioners and strip lights. Only those which meet the requirements are allowed to be manufactured in or imported to Australia, otherwise penalties shall be applied. The federal government is considering to include light bulbs in the scheme so as to outlaw incandescent light bulbs.
