How would any congestion charge be collected?
A – Vehicles which pass into a congestion charging area would be identified using automatic number plate recognition cameras. Providing that the vehicle is registered with the scheme, the charge will be collected automatically. Irregular users and visitors to the city would be able to pay the charge by telephone or Internet, or in garages and shops. There will be no physical toll barriers and no queues.
