Yes. Under Occupations Code, Section 1602.251(c), a cosmetologist is only authorized to perform cosmetology services at a facility licensed by TDLR as a cosmetology establishment. Therefore, if a person is performing acts under a facialist license at a place of business, then that business must hold a TDLR cosmetology salon or specialty salon license.
