Is it illegal to deny giving someone a job application when they asked for one?
It is not illegal for them to deny giving out an application, especially in this case where they claim to not be hiring. Of course, there is a question of why they would have a wanted ad in the paper if they “weren’t hiring.” Your friend could put in a resume and ask that if they should decide they would like to hire someone to look at the resume, but the company has no obligation in doing so.
