YES! hangcheck-timer is required for 10g and 11gR1 (11.1.*). It is no longer needed in Oracle Clusterware 11gR2. The hangcheck-timer module monitors the Linux kernel for extended operating system hangs that could affect the reliability of the RAC node ( I/O fencing) and cause database corruption.
