Is there a “global” International Submariners Association?
No, the ISA can perhaps best be described as a loose affiliation of national associations who agree to meet in a different city each year. There is no real international organization, administrative structure or governing board nor is there such a thing as an “international ISA membership”. Decisions as to where to have each annual congress are made on a consensus basis by delegation heads of those national delegations in attendance at the annual congress.
