A vehicle becomes eligible for a wheel lock if it has; (1) two or more delinquent parking tickets, Court citations such as traffic citations or seatbelt citations, or citations for violations of City ordinances: or (2) a delinquent fine balance of $100 of more. Delinquent means you have failed to pay the ticket or citation by the due date and no appeal is pending on this ticket.
