The National Oil Loss Control Committee (NOLCC) was reactivated by the Ministry of Energy and the Energy Commission in May, 2003 to address all the losses that occur along the entire distribution chain. Regarding oil losses at the supply chain, the NOLCC was of the view that the loading of petroleum products above the reference temperatures of 30°C for premium gasoline and 32 °C for gas oil contributes to the apparent loss of petroleum products.
