Some homes have Evaporative cooling only – is that bad?

It’s not as bad as it may sound. Evaporative coolers provide inexpensive and effective cooling during the dry season (April – June, September – November). Electricity costs of running an evap cooler are a small fraction (10-20%) of those required to operate an A/C unit. However, during the monsoon season (July & August) evaporative cooling becomes much less effective. However, this can be solved by installing an inexpensive window mounted A/C unit.
