What are the timelines to make adjustments to our budget?

After the budget is approved by the Board’s Budget Committee on May 19, changes may be made as long as such changes are less than 10 percent of the total expenditures for the fund. After the budget is adopted, it may be amended by either Board resolution or by a supplemental budget process.

I would like to hear about the process for adjustments to baseline budget. What are the potential "adjustments" (and how are they invoked) for expenditure authorization?
How do you reflect budget adjustments on planning estimates for increases/decreases in federal funding when the amount of funds remains constant?
What are the timelines for budget preparation?
