The Commission forwards its recommendations to the President for review. If approved, the President then forwards the recommendations to Congress. Congress has 45 legislative days to act on the Commission report on an all-or-none basis. If Congress fails to act within that time, the Commission’s realignment and closure recommendations become law. Implementation must start within 2 years, and actions must be completed within 6 years.
