It was dual power because the official authority lay in the provisional government but in many cases effective authority lay with the soviets. Soviets were councils that were set up during the February revolution. There where peasants soviets, soldiers soviets and workers soviets, they were made up of elected delegates from the army, workplaces and the country side. The soviets were built from the roots up and because of this they had a lot of power so the provisional government couldn’t just get rid of them. But duel power can’t exist for ever, eventually one side has to win. The provisional government failed to put through even the minimum demands of the people. The slogan of the revolution had been land, bread and peace. The provisional government didn’t put through land reform to ease the plight of the peasants.
