What is the difference between the Grants Management Specialist (GMS) and the Grants Management Officer (GMO)?

The GMS works on behalf of the GMO and works very closely with the SAMHSA Project Officer and grantee organization. The GMO is the only individual that has signatory authority to release funds and to approve actions that require prior approval.
