Well I have heard several different things. I have read that it is illegal to pierce the nipple or genitals of anyone under 18 even with consent; however I know there are places that do pierce nipples of 16 year olds without consent around, quite a few actually. The piercing studios with the best reputation all seem to not pierce anyone under 18. Contact your local piercers and see what they have to say.
