What kind of incidents are considered Disruptions/Unexpected Delays of major severity?
An incident with an element of high visibility along a major arterial or commuter route that will cause motorists to be seriously distracted and causing delays of one hour. Examples include visible flames, a standoff with police, unanticipated and sudden weather events (i.e. isolated drifting snow, black ice, heavy fog, high winds) or any widespread high-level safety risk (hazardous material spills, flash floods).
