Dont worry this is normal. To reduce the amount of data read the program is initially reading a coarse image to cover the area of view and then it will read finer and finer images. The time for this process depends on the movement taking place as well as the speed of the computer – the loading bar at the top of the screen gives an indication of progress. The process is complicated by the fact that the data on disk is highly compressed and needs to be expanded back into the required resolutions the 15GB of data for England and Wales when expanded exceeds 150GB!
