Why are Adult and Correctional Education Programs moving from MSDE to DLLR?
The Adult and Correctional Education Programs are transferring from MSDE to DLLR to better align the workforce and educational opportunities and services provided to Maryland’s adult learners. The data is clear that the needs of adult learners closely match the needs of unemployed or underemployed workers. Nearly one third of enrollees in Maryland’s Adult Education and Family Literacy programs are unemployed when they begin the programs. The most effective and efficient use of our resources is to provide all adult learners, including the unemployed or the underemployed, with the tools necessary to: (1) become self-sufficient and support themselves and their families; (2) to re-enter the workforce with new knowledge and skills; and (3) move up the career ladder or pursue higher education opportunities.
