Why are built-up curb ramps in access aisles problematic? Wouldn a parking space be more accessible if the curb ramp is close by?

Access aisles and the parking spaces they serve must be level (1:50 or 2%) in all directions. Therefore, built-up curb ramps cannot extend into access aisles. It is especially difficult to transfer from a vehicle to a wheelchair on a sloped surface.
