Why are the summer prevailing winds in Winnipeg from the West and 200km away in Kenora from the South?

After looking at the climate data, I found that both Winnipeg and Kenora had average prevailing winds from the west to south west direction. Averaging all 12 months in a year’s worth of wind direction observations you can get the “average direction”. This type of wind direction analysis is known as a “Wind Rose”. Wind Rose analysis is also used to design airport runways and layouts.
