The Public/Private Venture (PPV) agreement established to construct our housing on base requires that residents pay for their own gas and/or electric utility usage. This is a contractual requirement as well as part of the overall privatization initiative that we do not have the power to change. However, a utility allowance built into your BAH will be used to help offset the utility costs (see additional info below).
