Would amending South Bends Human Rights Ordinance be legal and enforceable?

Indiana law contains a provision called “Home Rule”. This enables communities to enact local ordinances not yet available at the state level in order to deal with issues in individual communities. Not only would an amendment be legal but the South Bend Human Rights Commission is well established and able to act as the mechanism for enforcement.
