He may be young, but nobody will even give him a chance to be a good dad. He can’t be a parent if people won’t give him a chance. So what he can’t apply for a passport, do you need one to be a parent now? I’m pretty sure he can ask his parents to buy him any medication that baby needs. What does a 13 need with knives? He can sign medical forms now for that child, it has to be a parent or a legal guardian signing those forms for his child, there is no age limit, if that child needs an operation, he CAN sign those forms until he waives his parental rights. He IS old enough for a job, sure not a job we can get, but he can still get money and I’m sure it’ll go towards that baby. In LEGAL terms, that child is his, in LEGAL terms, you have NO right to say who can and can’t have a child, honestly normally it’s not even biologically possible for a 12 year old male to be making sperm, so I doubt having children even crossed his or his parents minds, but he’s facing up to the consequences of his
