First off all the planets and their moons rotate. This is because these bodies were flung off from the sun which rotates. And as Newton’s laws on the conservation of motion describe, a body in motion will remain in motion unless acted upon by another force. So all the planets rotate and on axis that are perpendicular to their orbits around the sun, except the earth. The earth is believed to have been hit by another body at some point, possibly the moon, and knocked off of its’ perpendicular axis by thirty degrees or so. But here again unless the earth is acted upon by yet another force or collision, it will continue on its’ current rotation indefinitely. East to west, North to South, that’s all arbitrary as to what you call it. But consistency, that’s the law.
