Hello to India from USA. I am not expert on this matter but I think generally speaking, the higher the skill level of the worker the more that the governments care. Each nation competes with another in science, math, technology, etc. in those higher professions and those are always in demand. The less skilled workers are less capable, less educated, for those higher professions, possibly through no fault of their own. It could be that the nations through education, didn’t develop those citizens into the higher professions that each nation needs. So yes, developing nations should care for each of its citizens, skilled and less skilled. Each person is opportunity or missed opportunity. If the nation has surplus of unskilled workers, I think it would be more beneficial for the nation to continue to develop a broader infrastructure to support both skilled and unskilled citizens. A “well-rounded” properly balanced nation is stronger than one that is top heavy or bottom heavy.
