Not only stupid and petty,I wouldn’t say it’s even legal to be arrested,a tip of a tip,not the bill for services rendered,If the server or whatever is found not up to your standards,no tip,,too bad for the server.

No. The tip is for good service or at least not bad service. However a lot of places have the tip included in the cost of the meal. If that is the case then yes you have to pay the portion that is included but no one is obligated to leave any on the table for the server.
