The EIR found that vehicle trips to and from the medical center would exceed the capacity of three stretches of Highway 101 during rush hour – Southbound from Hillsdale to Ralston/Harbor, Northbound from Holly to Ralston and Northbound from Ralston to Hillsdale, by more than one percent (1.5-1.6 percent), which is above the county standard. For this reason, freeway traffic is determined to be a “significant and unavoidable” impact. However, the medical center does not cause any of the stretches to become severely congested.
