What are the projected freeway impacts?
All of the segments of Highway 101 studied in the EIR are currently severely congested during peak commute hours. The EIR found that vehicle trips to and from the medical center would exceed the capacity of three stretches of Highway 101 during rush hour – Southbound from Hillsdale to Ralston/Harbor, Northbound from Holly to Ralston and Northbound from Ralston to Hillsdale, by more than one percent (1.5-1.6 percent), which is above the county standard. For this reason, freeway traffic is determined to be a “significant and unavoidable” impact. However, the medical center does not cause any of the stretches to become severely congested. Freeway traffic is a regional issue, but PAMF will do its part to reduce vehicle trips to and from the site, which is the most effective way to reduce traffic on Highway 101 according to the consulting firm that drafted the EIR.
