Bank holidays in the UK (e.g. Christmas Day, Boxing Day etc) are NOT statutory holidays. However, most employers do recognise that the vast majority of people do not wish to work them and most businesses are closed. By law you should be allowed 24 days paid leave (increasing to 28 from April 2009); if your employer does allow you time off for bank holidays, they can include this in your 24 days. It is entirely up to your employer whether you get double pay and/or a day off in lieu for working a bank holiday. Also, if your employer does allow you bank holidays in addition to your statutory paid leave, you may have 24 days + 8 bank holidays.
