I’m a plumber Nightclubs and restaurants etc. use concealed cisterns all the time. there are simple ways to do this first fit a cistern with a internal overflow (this means if it does over flow it will flow into the pan and remove the need for a warning pipe) second you must consider maintenance you will need to get to it should the parts fail. remember this means that the ball valve should be able to be removed from your concealment, and depending on your type of toilet the syphon/ valve assembly. the type of toilet you fit makes the need for access more awkward in some cases ( close couple toilets being the obvious one).
