The IRAD program is geared principally to civil servants; however, the program recognizes that in some cases non-Goddard personnel are needed to carry out R&D. When writing proposals, PIs should carefully explain how they will use their non-Goddard personnel and why they need the outside help to carry out the proposal effort. As a general rule, wed prefer to use the resources on civil servants, but a full civil servant team doesnt necessary guarantee a proposal award.
