Are maintenance services included in the definition of construction services, (where the higher threshold applies)?
Procurement of maintenance services in its own right should be treated as a separate procurement, and be subject to the general property and services threshold in the CPGs for determining if the MPPs apply. As a stand alone procurement, such services become covered procurements at $80,000 for FMA agencies and $400,000 for relevant CAC Act bodies. However, where a procurement of construction services includes a contractual provision for maintenance services for a period after completion of the project, these maintenance services would form part of the total construction services costs and be assessed under the $9 million threshold for the entire project.
