No and No. Penis enlargements have been frowned upon by all plastic surgery associations, the FDA and the Urological Association. They are deemed unsafe, and the consequences of getting one are not worth the large amount of money and suffering a man will likely go through after receiving one. Possible effects of such enhancements are pain, clotting of fat on the penis shaft, loss of sensation, smaller penis size, and impotence just to name a few.
