Are States advised to supplement their field monitoring staff with outside evaluators who can measure impacts/benefits/cost effectiveness of the State’s energy programs?
States are encouraged to arrange for independent evaluations of their SEP activities to measure impacts/benefits/cost effectiveness. By September 1, 2009, DOE will provide guidelines to States on how to manage such evaluations and technical standards for the studies themselves. DOE will also conduct a national evaluation of the SEP but will not be able to cover each State in detail, so information from State-led studies would be very helpful.
