Yes WDW and USO are open 365 days a year and only close if the area is evacuated because of weather. However Christmas day is the busiest day of the year. All 4 major WDW parks usually fill to capacity. In fact WDW will often reach what they call a level 4 capacity on Christmas Day. At level 4 they close th main entrance to the resort and will not let anyone in unless they are staying onsite. The ticket booths close and no one else is allowed into the fullest parks, even if staying on site. Yes guest staying on site are guaranteed admission into a park at level 4, but not any park that is over capacity, which is usually just MK.

Yes, the parks are open, however they do get very busy that day so go for park open and don’t plan on leaving. Often they will close to capacity. I’m not sure if they still let Disney resort guests in or not – it depends on the Holiday/Situation. I believe the Magic Kingdom is busiest but the other ones aren’t as bad, although they will still be busy.
