Clearly, as outlined above, Government must consider the impact of the utilization of the resource on regional development, not just in the context of the Latrobe Valley but in the surrounding municipalities. Local Government cannot be expected to provide the facilities which will enable the whole of the State (and the Nation) to enjoy the benefits of the resource.
