Clearly, as outlined above, Government must consider the impact of the utilization of the resource on regional development, not just in the context of the Latrobe Valley but in the surrounding municipalities. Effective management means embracing all of the issues associated with the brown coal development including the provision of infrastructure to support the utilization. Local Government cannot be expected to provide the facilities which will enable the whole of the State (and the Nation) to enjoy the benefits of the resource. Therefore major financial support, support in community and stakeholder engagement and extensive planning will be required. 2. What action is required to protect the long term value of the resource? It is an appropriate role for the State and Australian Governments to support research and development into the achievement of significantly reduced emissions from the resource.
