are there any banks that offer a savings account with a debit card?

ING has an account called an Orange Account. They give you $25 to start and you earn interest at a higher rate than a traditional savings account. They also give you a debit card at any time. Yes, it’s called a checking account, and you can get checks, but a traditional savings or traditional checking account do nothing for you. With an account like this, you make money and can still choose when you want to use it. Also, another option is Fidelity’s “MySmart” account. It’s the one I use, but it doesn’t give you a bonus for signing up like ING. I favor Fidelity because I have been using them for a long time and their customer service is unmatched within their industry. That’s me though. Either one gets you a debit card and no withdrawl penalties. Both have no minimums and are FDIC insured. Sources: www.ing.com or www.fidelity.
