The NAIC leadership is attempting to address uniformity through the efforts of the Uniform Producer Licensing Initiatives Working Group and the Agent Licensing Working Group. Through the efforts of the Uniform Producer Licensing Initiatives Working Group, a “Declaration of Uniform Treatment for Insurance Producer Licensing” was adopted at the winter 1997 meeting. In the states where the insurance commissioners have authorized and signed it, the Declaration would provide agents in good standing in their home state with the ability to become licensed in all non resident states without meeting additional qualification requirements that could be imposed by other participating states. For example, items like continuing education requirements, and countersignatures would not be required of a nonresident producer, unless that producer s home state imposed like requirements to transact business in their home state. To date 37 states have signed the Declaration, including AK, AR, AZ, CA, CO, CT
