Yes. The U.S. government considers the following government enterprises civilian/commercial in nature and thus does not require an export license to authorize shipment of restricted encryption products: Utilities (including telecommunications companies and Internet service providers); Transportation, Banks and financial institutions; Broadcast or entertainment; Educational organizations; Civil heath and medical organizations; Retail or wholesale firms; and Manufacturing or industrial entities not engaged in the manufacture or distribution of items or services controlled on the Wassenaar Munitions List.
