Can a discrete package of work form a project in its own right?
In general all the works required to complete the building or structure should be considered together as a project. HSE inspectors will closely scrutinise any suggestions that the construction industry produces buildings or other structures by a number of projects running in a series e.g. a project to construct foundations followed by a project to erect a frame etc. However, there are occasionally circumstances where particular phases or elements of work may constitute a separate project. This will usually only be where there is a distinct break in the work and the site activities are stopped e.g. the demolition of a building immediately prior to beginning construction on the cleared site will be taken as part of the overall project to produce a new building.
