POSSIBLE ANSWER: A graduate certificate may help you in the front door to an entry level position but in order to really have a career in HR you will eventually need your PHR or SPHR certification. This is done through successfully completing a exam. If you are interested in such a program I strongly suggest enrolling in one of the preparation courses.
