Can all plants grow underwater in the right conditions?
No. Plants that have evolved to live on land are uniquely suited to that purpose and would quickly die if immersed completely in water. Even on land, the suitability of a plant to its environment is highly specific. A cactus, for example, could not survive in the tundra. Many plants’ roots require a great deal of drainage and are subject to rotting if they are over-exposed to moisture, which kills the plant.
