Can an eligible county that has no zoning laws and does not plan to have any such laws in the foreseeable future be successful in developing a community greenspace program?
The statute and rules require an eligible county that elects to participate in the program to describe in its application certain existing tools that promote the protection of greenspace, identify the structural and legal barriers that would be prohibitive to a county achieving its greenspace goal, and describe the strategies that would be used to remove or mitigate such barriers.
