A. In England (outside London) and Wales, the only person who can drive a licensed PHV – either when it is acting as a conventional PHV, or when it is providing a local service – is a person who holds a PHV driver licence. In Scotland, any person who holds a taxi driver’s licence can drive a private hire car.
